1993 Cadillac Seville Automatic

my son had a used trans put into his car about 4 months ago. after about a week he noticed it slipping somewhat and now it will only allow you to go about 15 mph and then u fill it trying to catch gears. we checked the trans oil and that was fine. what could this be. we no longer have a warranty on this so we cant take it back to them without paying for it.

If it was slipping, the fluid should indicate it by a burnt odor, and off color. If it only allows 15 mph, what is the engine RPM doing? If it is revving high, then it is slipping. If it can't rev, it could be due to restricted exhaust, or possibly a torque converter fault.
