if what your saying is the volume of air that comes through the vents, is cold, but not enough to cool the inside of the car off, then that means the evap core is mostlikely clogged with dust and debris and will need to be cleaned off, you will get a build up over the years and it will drastically reduce the air volume coming from the vents.
