1992 Cadillac Fleetwood V8 Front Wheel Drive 131000 miles

Subject lights on dashboard panel come on and stay on- will not go off after starting engine.

You have a system fault related to ABS. 92 C cars did not offer on-board diagnostic capability for that system. It would require a scan tool, or activation of flash codes through the data link connector. A code reader might be an option, but most do not access that system either, the retailer or packaging might tell you.
