Do you think the brakes are bad when hitting the brakes it pulsates? "This is enough to notice at a higher rate of spead it is more intense."

Brake pulsation is very common, especially in later models. It can happen at any time, and alot of factors contribute to it. The brakes are not necessarily bad(although it could need pads on one axle or the other), it just indicates some lateral runout(warpage) in the rotors. It can be corrected by resurfacing the rotors(assuming there is some serviceable life on them).
