2000 Cadillac El Dorado No heat

Although A/C works fine and responds to thermostat setting, the heater produces no heat whatsoever regardless of the thermostat setting. The heating system simply blows air with the various settings of the fan regardless of the thermostat setting.
Is this a heater actuator problem? If so, are there two of these: one for passenger's side and one for driver's side? Does the dashboard have to be removed to fix the problem?

Inspect and test the thermostat, heater core if its clogged, also if it has a heater control valve check that too. If everything checked out-other causes could be an air mix/blend/mode door problems, Vacuum and actuators or the HVAC control module
