1999 Cadillac El Dorado Turn Signals do not flash

The turn signals do not flash on + off. The fuses are all good, the flasher is good. The lamps are all good and all light when the left or right signal is activated, but stay on continually.
The hazard flashers do flash on + off and the flasher is clicking on + off with the hazards, but not with the turn signals.
Voltage across the flasher leads shows 12V on hazard activation, but nothing when turn signals are activated. Is there a way to test the column flasher switch or what other steps are recomended.

If the flasher is good and the hazards work fine then the most likely fault is indeed the turn signal (multi function) switch.
