1997 Cadillac El Dorado surges on idle

When I am just sitting at idle it surges in neutral but in gear it does not do thid .It also hesitates on take off

Lets start by cleaning out the idle air control valve, clean the MAF sensor with an electronic cleaner CRC, and test the throttle position and manifold absolute pressure sensors-might also want to clean out the EGR/PCV valves
