1995 Cadillac El Dorado Traction control system/ abs brakes

When i first start the car and move the brake pedal buzzes and moves up and down like the abs is engaged. then the abs light comes on and the traction control system says traction disabled and the brake then acts fine. Any idea what could cause this to happen?

Faulty wheel speed sensor, electromagnetic interference in the wheel sensor harnesses. Have it checked for diagnostic trouble codes.
