instrument panel shorted out and fried there was smoke, fuses are fine

Cost would depend on the severity of damage. If there is wiring damage and such. If it is just the cluster, it would be approximately $300 or so. There would also be some programming of the new cluster. It would be best to call your perspective repair facility and get an estimate.
