1992 Cadillac El Dorado Heater blower

Hi, i replaced a heater blower motor on a 4.9L non-northstar engine and my engine cooling fans and heater blower will not go on at all. All fuses and relays are working (checked with tester) but one fuse called Blower feedback is dead....Does anyone know or have an idea what can it be? thanks.

if all relays (there are several on this circuit so be sure you didn't miss one) are OK and wiring is good then fault will most likely be the PCM behind right side of instrument panel.

Thank you very much for your help, i noticed that the new Heater blower motor did not bring the gasket and the old one did, so it made my fuse blow and caused a short in the car, now the cooling fans and blower motor are not working....Thanks for the help.
