1985 Cadillac EL Dorado radio cut off when when inside ligh

I pluged into the cigarett lighter, and a small sqeel sound was made down by the fuse area. The bottom section of lights went out and never came back on.
Now when I am playing the radio amd open the door or turn on the inside lights, I have to reset the station and clock on my radio.
Can you teel me what might have happen?

Have you checked fuses? Look at fuse #16

CIGARETT LIGHTERS, AND SIDE MARKER LIGHTS WORKS. ONLY THE TWO SMALL LIGHTS AT THE BOTTOM DOESN'T WORK. DOES THIS STILL SOUND LIKE FUSE # 16 IS THE PROBLEM? ARE YOU COUNTING THE FUSE FROM BOTTOM TO TOP EQUALING #16?

This sounds definitely like a blown fuse. Check and repair ALL blown fuses in the fusebox. Also check whether the wire connections on the small lamps are still intact as they sometimes protrude out of their sockets when the bottom cover is removed and mates in a bad connection which can cause the fuse to keep on blowing.
