Check the connections under the seat, the yellow connectors. You could possibly have some wires damaged under the seat, without having a load tool to substitute in place of the side inflator, you can't really say the inflator is faulty. I am not 100% certain, but you may be able to swap side inflators from side to side for diagnostic purposes, I think the connectors are the same. To get the inflators out, you need to remove the rear map pockets from the seats, and remove the 10mm fasteners that secure them.
