2004 Cadillac Deville Breaking makes it shake

When ever I break on the freeway the front end shakes just a little. I recently changed the break pads and rooters but the problem constant.

It sounds like brake pulsation due to warped rotors. This could also be caused by the rear brakes. I'm assuming that the brake job was done front only? It can also be emphasized by loose tie rod ends, which are steering components.
