It is either no fluid, no pump pressure, or blockage in the line. By saying the lines are not stopped up, how did you check? If you took the line off at the pump and blew air through it, that would cover the whole system. While you have the line off at the pump, activate it. If you have no fluid pressure, either the pump intake is plugged, or the pump has failed.
