2003 Cadillac Deville when braking there is a vibration

i took the car to midas for a brake inspection,they told me that the pads are fine , but there is rust on the edge of the rotors, wich is causing the vibration.
the rotors are in good shape except for the rust,
but they wanted to replace the rotors.
is that the only way to fix the vibration problem?

A warped rotor will cause it to vibrate when the brakes are being applied-might need resurfacing instead of replacement
