2002 Cadillac Deville rpm fluctuation at stops

When my car is at a stop light the rpms start to fluctuate rapidly up and down and the car starts to jerk, and eventually it will cut off.

no, check engine light not on.

Does this happen all the time, or typically after cruising speed(45-60) is reached and the come to a stop? Can you keep the car running with some throttle?
