Turn the ignition switch ON.
Move the wiper switch to all positions and then to OFF.
Disconnect the wiper/washer switch connector.
Do the wipers still operate?

Test for a short to voltage in the pigtail wires leading to the wiper/washer switch. Refer to Circuit Testing and Wiring Repairs in Wiring Systems.

Replace the wiper/washer switch. Refer to Multifunction, Turn Signal, and Hazard Switch Replacement - On Vehicle.

Turn the ignition OFF and then back to RUN.

Measure the voltage from the washer input circuit of the wiper/washer switch connector to a good ground.
Does the voltage measure greater than the specified value?
1.0 V

Reconnect the wiper/washer switch connector.
Disconnect the wiper motor connector.
Measure the voltage from the washer input circuit of the wiper motor to a good ground.
Does the voltage measure greater than the specified value?
1.0 V

Replace the wiper motor. Refer to Windshield Wiper Motor Replacement.
