1999 Cadillac Deville temp goes up to 230

After driving a short distance the engine temp can hit 220-230 degrees. Once the RPM's go up the temp goes down. What is the optimal temp it should be running at? Is this a serious problem?

Replace the thermostat and test the coolant temperature sensor-
