1999 Cadillac Deville DeVille Turn Signal don't work

1999 Cadillac Deville 210000 miles

Turn signals will not flash. All lights come on, just will not flash on/off. Flasher for Emergeny lights works and emergency lighs flash on/off, but not the turn indicator lights. Cannot find a second "flasher" for the turn indicators under the dash, only the one for the emergency lights. Is there a second flasher, or what might the problem be?

The turn signal flasher is behind the left side of the dash, to the left of the steering column
