Lets define 'turn over'. I consider turning over cranking with the starter. Does it crank and not start, or not crank but the starter is engaging. If it is not cranking, it could have a significant internal leak that caused a hydrolock. If that seems to be the case, remove all spark plugs and crank to see where the water(coolant) comes from. If it cranks and does not start, it could be fuel, spark, or both, and would require diagnosis.
