1997 Cadillac Deville problems with instrument panel

1997 Cadillac Deville V8 Front Wheel Drive Automatic

i changed the instrument panel in my 97 cadilliac deville and now it wont start when the key is turned on the check engine light is illuminated and the car will not start how do i fix it, or what does this mean?

97 IPC stores the theft password. A different pcm will have a password different from that in the PCM. To make a long story short, the IPC would need programmed from a techline dealer terminal, to relearn the theft password.
