From what you have stated, we believe you may have a failing fuel pressure regulator. Low fuel pressure during initial fuel system priming may be due to fuel pressure regulator leaking internally. Check the fuel pressure regulator vacuum line for presence of fuel. If OK, check fuel pressure. Record Key On Engine Off pressure. Residual fuel pressure should not drop more than 5 PSI in 10 minutes. If it does, repeat test. Restrict return line after pump shuts off. If fuel pressure does not drop after restricting, suspect fuel pressure regulator leaking internally.
