1997 Cadillac Deville V8 Front Wheel Drive

I own a 1997 Cadillac deville and have a couple problems that I can't seem to figure out. The dash board went out on it we have checked all the fuses but did not seem to have fixed the problem. same goes for the heater. It does not blow at all.
