1996 Cadillac Deville Trunk Lid

The trunk does not goes down all the way and the dash infio states trunk open.

It used to stop and then eventually through driving it may go down. Now it doesn't.

Is this a sensor or eletrical, or fuse?

Highest probability is a pull-down switch, could need a complete pull down actuator.
