1996 Cadillac Deville Radiater cooling fans 2 fan unit

Engine Cooling problem
1996 Cadillac Deville V8 Wheel Drive Type unknown Automatic 127500 miles

Well cooling fans were not working checked eveything we could and find no power to fans.
Took out fans and tested all fine they spinded really fast.
We replaced 3 fan relays, fuses and coolant temp sending unit in the back of the head that is for fan activation, OMG what a nightmare!
well now when we run motor and temp gets to 217deg. before 1 fan come on. now this is a standing still test for temp. not road test. it then cools down to 203 to 206 deg.
Question is are both fans suppose to come on at same time or is there a delay for secound fan to operate. i'm not sure of what to think is second fan waiting for trans to warm up to come on or is there some thing i have missed.

yes its normal, second fan will come on at 225 or so, or with AC on
