electronic level control fuse keeps poppin WHAT COULD IT BE?

High resistance in the ELC compressor motor, shorting somewhere in the circuit, could cause the fuse to blow. If it blows immediately when the fuse is replaced, it could be a straight short to ground. If it blows once the compressor tries to operate, I would suspect a compressor.
