1993 Cadillac Deville A/C heater blower

The A/C-heater blower runs with the ignition turned off. Is this a relay, and if so which relay would it be? Right now I have the fuse for the blower removed.

check the blower motor relay located under the hood, not far from the hood hinge. It may also be labeled " blower module ".
