my trunk will not close all of the way. it will latch but will not close all of the way. is there a way to reset it or restart the motor?

Highest probability of the fault is the pull down switch that is on the actuator, not the latch. You can try rapping on the actuato with a screwdriver handle or equivalent, to see if you can get some operation out of it. The switch itself may be discontinued as a new part, so you may have trouble locating a new one.
