I can't find the right size wheels above the standard 17in. What size can I go up too, without scrubbing in the tire well?

It will depend on what tires you use. As the wheel diameter increases, the tire side-wall will have to decrease. (Aspect ratio)
The best thing for you to do is not guess. Take your car to a specialty shop and have them take these measurements, including back spacing.
