1998 Cadillac Catera Greasy Substance in Oil Filler Tube

There is a tan, greasy substance in the oli filler tube. The oil does not appear to have water in it. It has been suggested that it has a blown head gasket, but with the oil having no water, I was wondering if there could be another problem. Someone said that there is some sort of plug that if you replace it, it will fix the problem. Any suggestions???? Any help would be greatly appreciated.

Try replacing the PCV valve
