1998 Cadillac Catera Front end shakes at low and high speed

I am looking to buy this car, but was wondering about it shaking at low speeds and then again at high speeds.
At high speeds, the shift lever shakes and you can feel it throughout the car. The steering does not seem to shake much, but it pulls to the left.
The owner suggests that ithas flat spots on the tires because it has been sitting for 8 months with no use.

Also, the brakes are rough, but I don't feel any odd wear on the rotors.

What do you think?

The tires should not be flat spoted that ,went out with bias ply 20yrs ago.
I wpould have car pre puhchase inspected it may cost a few $ but it will keep you from buying a lemon. And also give you negoitation edge if repairs are needed.
