1996 Cadillac Brougham Car wont start. Fuel pump not coming

My '96 Fleetwood Brougham wont start. It starts fine as long as you hear the fuel pump come on, but when you don't hear the fuel pump come on it wont start. I've had a new fuel pump installed by dealership and just had a new crank sensor, distributor cap, and rotor installed. What could possibly be my problem?

Fuel pump relay, poor connection, defective pump. If it coincidental to hearing the pump, I would let the folks who installed it know. Was it replaced for the same concern? If so, it was misdiagnosed.
