Where is the blower motor relay at?

It has a blower control power module not a relay, that is controlled by the a/c programmer. Check that you have power on the orange wire to the blower. If you do, you are missing ground from the power module. I would replace the power module.

Climate Control Power Module - In plenum, on right side of firewall.
