The regulator will have to be replaced. However to get it up for now you'll have to remove the door panel and physically push the window up. It will fall back down again so to get it to stay, temporarily I have use a couple of small fuel hose clamps 1/4" or 1/2" (depending on how thick the post is that holds the window track).
While a partner holds the window up, tighten the clamp around the post as high up as you can get so that it prevents the window from coming down. Tighten it as tight as possible and then a little more :)
Now you should order the window regulator.
To you next question as to whether a novice can do the job, well that is very hard to answer because your mechanical ability may or may not translate into succussfully doing this repair. I can only say that IF you try it, have a partner to assist. There is always something to hold or adjust, etc where an extra hand would be useful.
