Engine turns over a couple of times but will not start

Vehicle listed above C4 Grand Picasso 1.6 diesel turns over a couple of times but won't start. Battery is fine and all dash lights come on and all exterior lights work. Says economy mode when you turn the key tries to start 2-3 times then switches off. Any help please as I'm losing my flaming mind. Thanks

Will the engine start with starting fluid? It sounds like it isn't getting fuel.
