underhood light

I have a 92 buick skylark. Since I have owned the car, the underhood light hasn't worked. I bought a new bulb, but it still doesn't work. I tested the wires for voltage, and the test light failed. Any ideas? fuse?

Definitly check the fuse for a start.

Checked all fuses. None were bad. Any other ideas? Maybe a wire diagram?
