1997 Buick Skylark front end noise

We've got a 1997 Buick Skylark that makes a rubbing noise on the front left side when accellerating up hills.
It will also make the noise at the base of a hill, and when you take off rapidly. Please help

Check tire pressures for proper inflation. Sounds like a tire may be rubbing the plastick splash shields in inner fender well when the suspension gives down. Look for any noticeable spots on the black splash shields that look as if something has rubbed against it.
