1996 Buick Skylark electric air compressor

The elctronic clutch on the air compressor will not engage. Someone was telling me that this is probably because of a saftey mechanism that will not let the clutch engage when you don't have enough refrigerant in the system and that you have to "jump" the clutch to get the air compressor to spin in order to put more refrigerant in the system.
My question is; is there any truth to this. If so how do you do it?

There is a low coolant pressure sensor on the vehicle but you do not have to jump it out to recharge the system. If you are putting R134a in the vehicle just get the recharge system from your favorite store and hook into the low side of the system the Gas will pressurize the system enough to close the low psi switch on its own. Remember this is a regulated field. The fact that your system has lost its charge means there is a leak that needs to be repaired.
