1994 Buick Skylark starters

The starter wont turn over the engine..I replaced the starter and it still wont turn over the engine or even "click" like its trying....what am i missing?

If you have 12 v at solinoid when cranking, and battery cable is tight and has 12V at starter, and a good earth, the problem is still in the starter. If no power at solinoid check starter relay.
