1993 Buick Skylark Fuel System

Engine Mechanical problem
1993 Buick Skylark 6 cyl Two Wheel Drive Automatic

Car starts and runs off of starting fluid only. I have checked the fuel pump (Working), replaced old fuel filter. I am thinking maybe the FPR may be bad but I am not sure how to test it. Can you help.

Note: Car ran fine until low speed stop (under 5 mph) at stop sign, car surged then died. Car will crank but no start. Also I have checked the fuse(s).. all are good.

interior of car got soaked overnight from rain storm, daughter left windows down...

Check the fuel pressure with a fuel pressure tester if its within specs and also if the injectors are pulsing
