1990 Buick Skylark 6 cyl Automatic

everytime i try and start my car there is a long whine and it wont start and sometimes it does start after you turn the key back and forth and tap the gas. what could it be and how can i fix it? and where is the starter located?

Hi:
It sounds like the soleonid is going bad in the starter. Does the whine sound like an electric motor spinning with no resistance? If so, replace the starter. It's located facing the front of the car on the lower side of the engine (at oil pan level). It bolts into the transmission's bell housing. If you need directions on replacing it, let me know.
