1996 Buick Roadmaster gas tank sheild

in front of the gas tank there are two metal shields hanging down from the floor. Are these heat shields or impact shields. On my car they are badly rusted almost to the point of falling off. I would like to replace them, but my dealer says they are no longer available. The question is I guess o I really need them??

Without seeing them I don't know for sure what they are. Are they located above the exhaust system?
