1996 Buick Roadmaster fuel starvation

I have no check engine light on.
I changed filter and pump and wiring pig tail.
when I turn key to on position I get voltage briefly.
When i attempt to start I get voltage then nothing.
will OBDII scanner help solve this problem.

Hi:
The scanner could help. Before you try that, check the fuel pump relay and make sure it's good.
