my car was smoged and didnt pass i have a rebuilt engine and the smog tech said to hook up a hose and fitting from air cleaner to L.H. exaust manifold but there no where to hook it up

Truly, I never heard of doing that. There must be a reason as to why it isn't passing. Rather than trying to get it to pass by changing a vacuum line, see if you can have the problem identified and repaired by another mechanic.
