1998 Buick Riviera blower motor not working

their is only 1.96 volts going to the blower motor while the engine is running and the fan is blowing according to the ac module control. i have checked i think all of the fuses that i can find do you have any suggestions for me to try. i trying to save my mother-in-law some money because she watches my son and asks for no money in return. If you could please help me. thanks

I had a similar problem. the mechanic that diagnosed the problem said it was a dead spot on the armature of the blower motor. He was able to start it temporarily, but the blower motor eventually had to be replaced.
