1989 Buick Riviera High Idle

When I start the car, the idle jumps up to about 1700 RPMs and just slowly rises to about 2000. When I give it a little gas, it comes down a little. So I keep doing that until I get it to go down to about 900 so I can put it in gear without worrying about breaking a motor mount. But then the idle just starts to rise again. I pulled the trouble codes from it and got a code 22 (TPS voltage low). I unplugged the TPS (Throttle Position Sensor), started the car, and then checked the voltage of the circuit itself with my multimeter, getting a reading of exactly 5.0 volts. What should I be getting???

5 volts is the refernce voltage from the computer...this powers the sensor, it's the return volts that you need to check! it will vary between 4.5 and up as sensor moves thru the range...Find out how much it costs, it is most likly the problem...
