I just took my car over to tires plus and b/c my heater was not working. They told me that my intake valve was leaking and needed to be replaced, and that the radiaor needed to be flushed, and to replace the spark plug. All this was gonna cost me $1500. Does that sound like a rip off?

Sounds like a second opinion and written estimate would be in order...Are you sure they didnt say Intake Manifold?

First of all, there are 6 cylinders on your car, that means a minimum of 6 intake valves, which one and why? Engine misfiring? If not and service engine light is not on, I would go for another opinion...FAST!
