2001 Buick Regal Fuel Level Sensor (Code P0463)

Fuel gage was erratic so I brought it to GM Service. Total bill was well over $700, of which almost $500 was for labor. They removed the fuel tank, put in a new sensor and put the fuel tank back in. Is the fuel tank removal necessary in this situation?

If it doesn't have an access door thru the backseat or trunk they have to remove the fuel tank to replace it-extensive labor involved-
