If you shopped around you find it for less. The rack and pinon is 4.1 hr's labor time's shop labor rate plus alignment 100?The rack is 966 with variable steering and without variable steering is 1127. Again that's dealer price you could find it cheaper if you went aftermarket. Without doing pressure test's it's hard to say which it is I would think most likely it's the pump.
