1999 Buick Regal power steering

The power steering pump gets loud and the car is very hard to steer (either direction) especially when first starting out in the morning. The longer it runs the easier it gets. I am hoping it is not the rack and pinion but only the pump. Any ballpark estimates on the cost of this would be appreciated!

First of all thank you so much for your donation.If it was just the pump then it would be 1..5 hr's labor time's shop labor rate 80-100?The pump is 243 that's dealer price for the pump.If you shopped around you find it for less.The rack and pinon is 4.1 hr's labor time's shop labor rate plus alignment 100?The rack is 966 with variable steering and without variable steering is 1127.Again that's dealer price you could find it cheaper if you went aftermarket.Without doing pressure test's it's hard to say which it is i would think most likely it's the pump.
