1999 Buick Regal power locks not working

none of the switches work the remote does not work the remote will flash the lights and honk the horn so that seams to be ok I can hear a clicking under the dash near the steering column when the switches are used I am asuming this is a relay

Check power and ground at the master switch on the drivers side. If you have power to the switch and the lock are inoperative replace the master switch.
